Since the 1970's, Leonard Padilla has been active in local, county, state and federal
politics.  Since 1975, he has been active in enacting laws at the State of California
level which involve the bail industry.  The legislation that Padilla was responsible for
made it feasible for thousands of bail agents to better perform their duties in
arresting criminals when they miss court in the State of California.  In Sacramento,
Padilla originated and was the founding president of the Mexican Patriotic Committee,
founded in 1971.  He was a member of the founding committee of the
Mexican/Hispanic Chamber of Commerce in 1973.  Padilla was also the founding
President/Chairman of the Board of Trustees of the Lorenzo Patino School of Law in
1982.

Padilla helped establish approximately 40 businesses in the Sacramento Central
California area, employing several hundred individuals.  He has been and is still
active in helping parolees re-enter the job market and attaining their own business
when released from prison.

                        Candidate Statement

Crime and public safety

I would definitely change the fact that police officers respond to many calls regarding
homeless, vagabonds, drunks and social service recipients at the local homeless shelters.  
There should be a special unit involving quasi-law enforcement/paramedic personnel to
respond to these situations-not fully ordained police officers or firemen with full gear and
equipment.  Police and fire services should be exempt from budget cuts.  I would not add
officers or increase the budget, they must re-prioritize and re-mission.   I will form two
committees, one to review police department productivity and one to review fire
department productivity.  Cost effective departments create better public safety.  The
residents of Sacramento must know that the city is working for them and not the other
way around.  

Balancing the Budget

I would definitely cut some of the high-paying City Hall jobs; i.e. City Manager, assistants,
and many mid-level managers and assistants.  

Sports Arena

Building a new arena is a private enterprise, if the Maloof's want to build an arena, that is
their business.
 

Downtown

Eliminate drug dealing number 1.  Regarding the K Street mall, that is a private enterprise,
but the city has poured money into it over the years.  I may just tear it down and build a
super auto mall.  It's a corporation that owns the mall and they should find a solution to
pay for it.

Growth and Development

A 100-year flood plan a minimum.  The city should shepherd projects without subsidizing,
and annex and develop lands north of the city.     

The Homeless

The city and the National Guard should make a tent city available with a certain amount of
services.  The homeless will then have the ability to attain some dignity in their life.  
However, such a complex cannot be made so attractive as to invite the homeless
throughout the west coast.
